Our Story
As soon as the Federal Scholarship Tax Credit (FSTC) became law in July 2025, Rob Kremer began laying the groundwork for what would become The National Scholarship Granting Organization.
Rob is a veteran of more than 30 years of advocating for school choice legislation of all types in both red and blue states around the country. The FSTC has the potential to be the most significant educational choice program ever created, in part because, unlike every other school choice program, the scholarships under the FSTC can go to both public and non-public school students.
The National SGO is designed to help the FSTC succeed by broadening the range of organizations that can participate. Its innovative "Affiliate Fund" structure is based on the notion that any organization with a position of trust in its circle of influence, whether it's an employer, a church, a school network, or a civic organization, can create and operate a scholarship program under the aegis of the National SGO.
Educational choice has always been broadly popular with the general public. The FSTC has the potential to dramatically expand the number of families with access to a wide variety of educational products, services, and programs.
